uart cummumication help please

I just bought a brand new bst smart tool from amazon. Everytime I try to connect the UART to the phone it can not commumication. it keep on showing can't connect to device, please check the cable connection communication failed. am not sure is it because all the samsung phone i have is on android lollipop. we also try the Resistor: R104(100K) and still N/G. please let me know how to fix this issues.
