AT&T phone blacklisted in Canada: is it unlocked?

Hey everyone,

Client wants me me to unlock AT&T Samsung that is blacklisted by Telus Canada. Doesn't that mean the phone is already unlocked?

From what I understand AT&T phone must be unlocked to be used overseas, but maybe there is an exception in this case??
